23/5-c is fitting a plate not issued by a plate shop. A plate from another vehicle is 23/5-a; a forged plate is 23/5-b. First amounts sit near the same 14,000 TL ladder, but the repeat and stop lines are written separately on the ticket.
A plate breach can stop the vehicle. It is not released at the end of the stop until the plate is put right.
