An operator without compulsory third-party motor insurance is fined under article 91. The 2026 amount is 1,246 TL, 25% discounted 934.50 TL. There are no penalty points.
The police guide says a paper policy is not required if the records already show a valid policy. A vehicle without a policy may be stopped from traffic.
An insurer refusing to write a policy or pay a claim is articles 99 and 101; those fines are on the company, not the operator. This chart does not calculate them.
